Things you have to know
To enter the Russian Federation, citizens of Kingdom of Saudi Arabia need to provide:
1) When crossing the State border of the Russian Federation, foreign citizens do not need to present a medical document confirming the negative result of a laboratory test of meterial on COVID-19 by Polymerase Chain Reaction (PCR) and vaccination certificates.
Despite the cancellation of PCR tests, foreign citizens can be selectively tested for coronavirus.
Upon arrival in Russia, foreign citizens must fill out an application form for arriving in the Russian Federation, which is issued on board the aircraft. You can check the application form below (in the paragraph 2).
You do not need a document with QR code to enter the Russian Federation.
2) Fill in an application form. You will have to show it at the customs control. Note that you must be COVID-negative, otherwise you will not be allowed to board. It is not necessary to stay for the quarantine after your arrival.
3) A passport valid for 6 months from the date of travel.
4) A valid visa:

In accordance with the International Law, the Embassy reserves the right to invite Applicants to be interviewed in person as well as to consider visa applications for as long as it deems necessary.
The Embassy is authorized to request any supplementary documents and information regarding to the application. Visa can be denied if the Embassy has reasons to believe that the Applicant's visit to the Russian Federation is not desirable, and the disclosure of the particular reason for the denial can be withheld. In cases where the Embassy does not issue a visa, the submitted invitations will not be returned and previous payments made will not be refunded.
Type of visa or dates of entry/departure cannot be changed or extended. After the visa is received, it should be checked by the traveler. For corrections of mistakes, not of the Embassy‘s oversight, traveler should apply for a new visa including payment of the relevant fee.
The Embassy assumes no responsibility for any discrepancies in visas which were not brought to its attention before the traveler's departure from Saudi Arabia. While passing through the border control in Russia travelers are strongly recommended to have along with a valid visa documents confirming the purpose of trip (tourist voucher and confirmation, confirmed return ticket, contact phone numbers and address of the host organization, etc.).
For standard tourist visa: Regardless of the multiplicity of visas received, the total period of stay of a foreign citizen in the territory of the Russian Federation may not exceed 90 days during each period of 180 days.
5) Medical insurance certificate valid for Russia for all period of stay.
The medical insurance policy (VHI) must be valid throughout Russia and cover the possible case of COVID-19 infection.
6) Confirmation of the hotel reservation or any other place of residence (you will need to provide it for visa processing).
7) Back air tickets.
8) In addition, every foreigner entering to the Russian Federation is required to fill out a migration card in 2 copies. The form is issued free of charge by the service personnel of the transport company or airport, filled in with letters of the Latin alphabet (or in Russian). It should contain the following information:
• Purpose of entry to the Russian Federation;
• The period of stay in accordance with the visa;
• Place of temporary residence (city).
One part of the migration card remains with the border service officers, the other part with a mark and the date of crossing the border is returned to the foreign citizen. All the time of residence in Russia, citizen must keep it, and when leaving, pass it on control. The card certifies the legality of the stay of a citizen of Saudi Arabia on the territory of the country.
The Russian Embassy in Riyadh and the Russian Consulate General in Jeddah do not issue visas for the other states of the former USSR. Saudi residents should apply for a visa at the Russian Embassy in Riyadh or the Russian Consulate General in Jeddah. On the basis of reciprocity, non-Saudi citizens may apply for visa to Russia at the Consular Section of the Russian Embassy in KSA only if they have a Saudi resident permanent and CPR, work or study permit. In all other cases they have to apply for Russian visa at the Russian consular missions in the state of their origin.

The following documents are required for a tourist visa more
Tourist Visa is required in case you enter Russian Federation for tourism purposes. Tourist visa can be valid for up to 30 days and can be issued for single or double entry, dates of validity of the visa will correspond with the dates mentioned on your tourist confirmation.
A period of 1 month is required to issue a tourist visa for citizens of Syria, Iraq, Afghanistan, Yemen, Libya, Egypt, Lebanon, Bangladesh, Pakistan, Vietnam. Thus, mentioned citizens can apply only for non-urgent tourist visas.
Documents required for Tourist Visa:
- Valid international passport recognized by the Russian Federation with at least two blank pages for visas and a copy. The passport should be valid for a minimum of six months after visa expiration date. If you do not have a blank page to which a visa can be affixed, a new passport must be obtained before submitting your application.
- Fully completed application form (visa.kdmid.ru) signed by the applicant.
- A recent photo 3.5x4.5 cm glued to the indicated space on the application form.
- For non-Saudi nationals: proof of residence in Saudi Arabia or work/study permit issued by Saudi authorities valid for at least 90 days. Citizens of the following countries must have permanent resident status in Saudi Arabia to apply for a Russian visa in Riyadh: Algeria, Angola, Afghanistan, Bangladesh, Vietnam, Georgia, India, Iraq, Iran, Sri Lanka, China, North Korea, Nepal, Nigeria, Pakistan, Ruanda, Syria, Somalia, Chad and Ethiopia.
- 'Tourist confirmation' document (provided by PEGAS Touristik in case a travel package is booked).
- Flight tickets to and from Russia (provided by PEGAS Touristik in case a travel package is booked).
- Letter from work (with the salary) stamped by the Saudian Chamber of Commerce (for non-government organizations) or bank statement with the official seal.
- Medical insurance certificate valid for Russia for all period of stay (arranged by the tourist and submitted along with other documents required).

We are glad to inform You that from 01.08.2023 it is possible to visit Russian Federation with E-VISA
Applicants need to fill out a form on the website of the Consular Department of the Russian Foreign Ministry and upload a photo. The application does not require any official invitation and can be made not later than four days and not earlier than forty days before the expected date of entry.
A fee is charged for processing an application for a unified e-visa. Payment can be made on the specialized website of the Ministry of Foreign Affairs of Russia or through the Russian Foreign Ministry mobile application using Internet acquiring technology with bank cards of international payment systems (Visa, MasterCard, etc.) through the special website of the Russian Foreign Ministry or its mobile app using the Internet acquiring technology. The payment is non-refundable regardless of the result of the application processing. No consular fee is charged in case of e-visa applications for children under 6 years of age.
An electronic visa, together with a consular fee, a banking commission, transaction costs of the payment system and a fee for preliminary verification of documents, will cost no more than the equivalent of 52 US dollars.
The e-visa is valid for 60 calendar days and for stays in the region for up to 16 calendar days. The purpose of travel can be tourism, business or humanitarian reasons. Not later than four days from the date of the submission of the application, a notification of issuing an e-visa will be placed on the web-site. The applicant will receive a notification with an identification number, which must be presented at the border crossing point together with personal ID. Please also note that foreign guests to Russia must carry medical insurance as well as travel documents confirming the departure from Russia.
An e-visa is valid for entry into and exit from the Russian Federation only through the State border crossing points of the Russian Federation specified on the website of the Consular Department of the Russian Foreign Ministry (crossing points).
